The kingdom of Douwa, which is subdivided into 13 states, is a peaceful nation that's currently making arrangements to celebrate its monarch's 99th birthday. Jean Otus is second-in-command of ACCA's infamous "inspection agency," which is in charge of monitoring all the other offices.
